Objectives: 

  • To familiarize participants with the statute of limitations and the timely filing of federal habeas petitions, discussing the relation-back doctrine and equitable tolling.
  • To highlight recent opinions from the Supreme Court of the United States, including Martinez v. Ryan, Trevino v. Thaler, Harrington v. Richter, Johnson v. Williams, and White v. Woodall and their application to our practice.
  • To instruct participants on ways to overcome procedural default of claims.
  • To discuss what merits a good federal habeas claim by analyzing recent winning issues.

Amy Robinson Staples is the Post-Conviction Branch Manager.  She is a graduate of Georgetown College and the University of Kentucky College of Law.
